In this case the decision shall be by lot, adjudicated by the Secretary.

  2. A quorum shall consist of representatives from one fourth of the affiliated Community Councils.
7. Representation

As a matter of policy, representatives from the local authorities and the news media will be invited to the two scheduled BCCF meetings.

Representatives from other organisations may be invited to BCCF meetings and may take part in the business at the discretion of the Chairperson.

8. Finance
